Step 1. First Download the ADB files on your desktop and extract the folder on your desktop. You need these files to run the ADB command on your windows.

Step 2. Download Android 5.0 Image .tgz for Nexus 7 2013 Wifi on your PC, if you haven’t already.

Step 3. Now move all the extracted file on your ADB folder that you downloaded on Step 1.

Step 4. Now connect your device to the PC with USB cable. And after that open the ADB folder and Hold Shift button and Right click on the White space of the folder and click on “Open Command Window here”.

Step 5. In the command prompt windows enter the following command to boot your device in fastboot mode.
